International Business Development Specialist; initiated and brought to fruition several trade representations and affiliations between Egypt and the US. Project manager/advisor and financial analyst with in-depth knowledge of the international business climate and of development assistance procedures and regulations. Designed and implemented development programs and projects in Egypt, Yemen, Sudan, and Somalia, and managed components of USAID funded projects. Oversaw procurement services shipment programs, provided logistical support to international corporations in Egypt, and handled warehousing and transportation of International donor financed commodities. Participated in the training needs assessments of private and public companies to be privatized. Designed fiscal structures and conducted full feasibility for commercial enterprises. Developed and maintained indirect cost rate systems for government-funded projects. Conducted manpower assessment surveys and designed and coordinated training programs as well as recruited staff to serve various projects.
Assisted several US firms in the establishment of Middle-East bases; services included market research and feasibility studies. Engineered partnerships between companies operating in various Arab countries and the US.
Served as a member and Chairman of the USAID/Ministry of Finance Committees, as Vice-Chairman of the Investment Committee for the Chamber of Commerce, Vice President of the American Chamber of Commerce in Egypt and Chairman of the Board of Misr Travel, Egypt’s national tour operator and a major player in the tourism industry.

President
With TransCentury Associates, Inc. since 2022, Mr. Attalla presents decades of experience in the United States & the Middle East. Worked as a Chief of Party, project director, country representative and consultant for international development organizations, planning, engineering and architectural firms in Washington DC, Chicago, Egypt, Jordan, and trained in Zurich. Served in various capacities with a number of USAID contractors like Research Triangle Institute (RTI), Chemonics International, FHI360, The Kaizen Company, American Institutes for Research, Massachusetts Institute of Technology (MIT) and World Learning, in addition to the World Bank, the German International Cooperation (GIZ), GOPA, Drosos Foundation, the Aga Khan Trust for Culture and the United Nations Development Program (UNDP).
Effectively directed a broad range of specialized and multidisciplinary projects relying on team building, good communications and a unique ability to bridge the gap between cultures. Worked closely with Ministers, Governors and senior officials to achieve results. Drafted project proposals and managed progress from conceptualization throughout project delivery until handing over. Experienced in education (pre-university, higher education & girls’ education), fiscal decentralization, workforce development, private sector partnership, entrepreneurship, cultural heritage, Information & Communications Technology (ICT), disability inclusion and working with people with disabilities, organizational development, STEM (Science, Technology, Engineering & Mathematics), infrastructure including water resources, needs assessment, training, basic services, labor intensive methods, poverty alleviation, community development and monument restoration. Well versed in budgeting, procurement, monitoring & evaluation and HR. Worked as a consultant for The Egyptian Social Contract Center (a UNDP Initiative under the Cabinet of Ministers) and The Economic Research Forum serving Arab countries, Iran & Turkey.
